Tokyo, July 21, 1909. Sir,
WITH reference to my despatch No. 198, Confidential, of the 8th instant, I have the honour to report that I requested Mr. Lampson to call on the Chinese Minister two days ago and enquire whether he could give me any information with regard to the transfer to Tokyo of the Sino-Japanese negotiations.
After some hesitation the Minister said that though he had recently been in correspondence with Peking on the subject, the negotiations in question had not yet been finally transferred here. He hoped very sincerely that they would not be transferred to Tokyo, as he felt that he had not had sufficient experience of the questions at issue to conduct the negotiations.
In reply to an enquiry, Mr. Lampson stated that the embassy had heard from Peking that the scene of the negotiations was to be shifted to Tokyo.
The Chinese Minister admitted the truth of this, and said that he had many papers on the subject, but that the matter was very complicated and his final instructions had not yet arrived.
